Joe Stewart brings to our clients more than 35 years of extensive legislative
expertise from his tenure in the United States Senate. During his Senate
service, Mr. Stewart served for 20 years in elected leadership positions.
Since leaving the Senate, Mr. Stewart has been working with clients to
develop legislative strategies that achieve their business objectives
in both the House of Representatives and the Senate, including:
- Assisting clients and Members of Congress with parliamentary procedures
and Senate Committee structure.
- Providing strategic advice on the legislative process and the appropriations
processes.
Prior to working in the private sector, Mr. Stewart devoted the majority
of his political career to the United States Senate. From 1987 to 1994,
Mr. Stewart served as the 25th elected Secretary of the Senate, serving
under Majority Leaders Robert C. Byrd (D-WV) and George J. Mitchell (D-ME).
As Secretary, Mr. Stewart oversaw the operations of the Senate Floor and
served as the Senate's Chief Administrative and Financial Officer. Before
serving as Secretary of the Senate, he served as Secretary for the Minority,
Secretary for the Majority and Director of Senate Floor Operations for
the Majority Leader. In these positions, Mr. Stewart advised Senators
on legislative scheduling, pending legislation and all Executive Branch
nominations on the Senate Floor. Prior to these leadership positions,
Mr. Stewart served as a Counsel to the Senate Committee on Appropriations.
