
Sheila Murphy comes to the firm following a twenty-five career working in
senior positions in both the Senate and the House. Most recently, she was Legislative Director
for Senator Amy Klobuchar (D-MN), a member of the Senate Commerce, Environment and Public Works,
Agriculture and Joint Economic Committees. Ms. Murphy was also Legislative Director to Senator Tom
Carper (D-DE), a senior member of the Senate committees on Banking, Environment and Public Works and
Homeland Security and Governmental Affairs; and to Senator Bob Kerrey (D-NE), who served on the
Appropriations Committee and was a member of the Senate Democratic leadership.
Ms. Murphy also worked for four years as senior foreign policy adviser to Senate Democratic Leader Tom Daschle. (D-SD) In that position, Ms. Murphy worked with senior legislative and executive branch officials on significant foreign policy and national security issues. In the House, Ms. Murphy served for four years as legislative director to then-Rep. Dick Durbin (D-IL).
In her positions as legislative director, Ms. Murphy managed the legislative agenda for each member and was a primary adviser on policy, communications and political strategy. She coordinated and implemented legislative strategies on a wide range of topics, including telecommunications, energy and environment, health care, foreign policy, financial services, homeland security, appropriations and consumer protection.
